What's a Wine Bar?

To answer the question What's a Wine Bar?  I've picked a few examples seen in the videos below. Serving commonly available wines as well the rare ones the Wine Bar provides an opportunity to 'try before you buy' - whether stocking a cellar, choosing wines for a wedding or for any business and family occasion.  

Although many are called Wine Bar I haven't found an equivalent in Canada. Perhaps due to food and alcoholic beverage licensing only 'restaurants' can meet current regulations. Putting an emphasis on full service dining puts their purpose and price out of contention for a true Wine Bar
